NHVR Releases Chain of Responsibility Tools
The National Heavy Vehicle Regulator released a series of podcasts and fact sheets for the heavy vehicle supply chain, to help improve road safety overall.
According to Federal Infrastructure and Transport Minister Darren Chester, the new material shows that road safety is not just about truck drivers, everyone in the chain has a responsibility towards heavy vehicle safety. Mr Chester went on to explain:
“Whether you perform the tasks of a packer, loader, unloader, loading manager or an executive of an organisation that performs these tasks, you have a responsibility for heavy vehicle safety,”
“There have been cases where poor business practices, delays with loading or incorrectly packing goods has led to pressure on drivers and increased the risk of an incident.

Mr Chester also explained that this new material will assist in helping parties understand their responsibilities under the law and how to avoid breaches of mass, dimension, loading, speed, restraint and fatigue laws.
Mr Chester went on to state that everyone involved in the supply chain has a role to play towards heavy vehicle safety and they need to be aware of this role, the podcasts and fact sheets will assist with that,
“The six fact sheets and podcasts are steps towards ensuring all members of the supply chain recognise and fulfil their crucial role in heavy vehicle safety.”

Some of the areas covered by the fact sheets and podcasts include common breaches of the law and the responsibilities of those involved in the supply chain. Those included in the supply chain who share responsibility include schedulers, packers, managers, providers and low-cost steps to improve operational safety.
NHVR CEO Sal Petroccitto said that over 60 front line heavy vehicle operators and key parties in the logistics supply chain met with the regulator earlier this month to test proposed standards for compliance with Chain of Responsibility laws. The NHVR’s CoR education program will be implemented over the course of the next year and a half, Petroccitto said,
“These education tools are an important part of NHVR’s Chain of Responsibility education program to be rolled out over the next 18 months,”
